The Prefect’s Halls: Inside the Huai’an Government Office
一堂忠爱千秋鉴,六科廊前听旧箴 Yī táng zhōng’ài qiānqiū jiàn, liù kē láng qián tīng jiù zhēn – One hall of loyalty and mercy mirrors a thousand autumns; before the six-bureau corridor, listen to the old admonitions
正文:淮安府署 Huái’ān Fǔshǔ the Huai’an Government Office is one of the largest surviving prefectural yamen complexes in China – the administrative seat of Ming and Qing Huai’an, a national heritage site whose main hall, side bureaus, prison yard and gardens stand reconstructed on the original axis beside Zhenhuai Tower. It is also the courthouse of the Dou E legend: the injustice play that Yuan drama made famous is set here, and the exhibits lean into the story of law, punishment and the upright official.

The gate sets the register – a broad façade with the office name in gilded characters, stone lions at the portal, and the bell-and-drum platforms framing the forecourt. Beyond it the axis opens onto the great hall, the largest room in the complex.
Inside the main hall the furniture of authority survives in arrangement: the raised desk beneath the Loyalty-and-Mercy plaque, the insignia boards of the magistrate, and the marble screen with its waves-and-sun carving. Side rooms explain the prefect’s duties, and the admonition stone stands where every visitor passes.
The side courtyards carry the working government: the six bureaus in their grey-brick corridors, the old prison yard with its exhibits on the Dou E case, and the rear garden where the axis ends in quiet. Plan two hours – the complex is bigger than the gate suggests – and read the stone inscriptions; they carry the whole philosophy of the place.

Practicalities
Beyond the halls, the same 淮安市 Huái’ān Shì Huai’an City keeps more doors into the past: 周恩来故居 Zhōu Ēnlái Gùjū the Former Residence, 周恩来纪念馆 Zhōu Ēnlái Jìniànguǎn the lakeside memorial, 河下古镇 Héxià Gǔzhèn Hexia Old Town, or 里运河文化长廊 Lǐ Yùnhé Wénhuà Chángláng the canal corridor – four more doors into the same 淮安市 Huái’ān Shì Huai’an City circuit. Once the axis is walked, our Huai’an food map fills the day.

Words and Names
flowcloud would say the yamen is a lesson built in brick: one hall for judgement, six corridors for paperwork, and a stone that tells every official where the salary comes from. All checked November 2026.
Getting there: The Government Office stands on Dongda Street beside Zhenhuai Tower in the old city – a flat, walled complex with ticketed entry at the main gate and combined tickets that cover neighbouring sights. Two hours covers the halls, bureaus and prison yard; the axis is fully walkable, signage includes English summaries, and summer afternoons are hot on the open courtyards, so start early. All checked November 2026.
